CMCFA Concerns with Management of Vacation Leave

UTs received an undated “Interim Process for Management of UT Vacation Leave – Leave Year 2022/23” in late May. The CMCFA has many concerns with the process. Here are the top four:
- the CMCFA was not consulted on this process. Management presented a draft of the process in March 2021. The CMCFA raised many concerns. Management decided at the time not to implement the process and committed to sending a revised process to the CMCFA for consultation, as recorded by the CMCFA Executive Assistant. The CMCFA heard nothing more from management until this Interim Process was issued in late May. Management’s statement that “The CMCFA was formally consulted regarding the creation of this process” suggests they are aware that they did not properly consult the CMCFA on the process itself, only on “the creation of this process.”
- UTs were not given adequate notice of the new process or reasonable time to plan their leave. Many UTs received the process on 30 May 2022 and were required to submit their leave requests by 1 June 2022.
- UTs were not given adequate explanation of the new process. In the March 2021 discussion, management indicated they would explain the process to UTs either at Faculty Board or a separate Town Hall. That did not happen. Some UTs have been provided with incorrect calculations of their minimum mandated leave and not provided an explanation of how that minimum leave was calculated.
- UTs on a 12-month sabbatical beginning July 1 are unreasonably expected to expend their leave in the single month of June, without regard for their work obligations (e.g. research, conferences, service, etc.).
